DECET - ISSA Cooperation

An additional grant which had a major impact on DECET was the funding to continue the ISSA and DECET collaboration: both networks act as platforms for exchanges and strengthening professionalism in education among countries in their region. The two networks share the belief that both East and West will benefit from increased exchanges, shared learning and joint creation of knowledge. Both networks are committed to use their experience of facilitating joint learning and capacity building internally in order to develop a framework for cooperation.

In  2009 the Bernard van Leer Foundation agreed on a supplementary grant for the DECET network for a 12 month period (1-6-2009 till 1-6-2010) aiming ‘to develop the capacity of regional and national coalitions (in Eastern and Western Europe) to promote the right of every child regardless of ethnicity, culture, language, gender, ability and religion to a quality education’.

The goals for increased cooperation that DECET and ISSA agreed upon, cover the following main areas for a long-term cooperation:

  • professionalism in education: knowledge creation, sharing, dissemination
  • advocacy: influencing and supporting decision-makers
  • organizational development: shared learning on how to effectively run networks, joint fundraising

In pursuing this closer cooperation between the two networks, DECET and ISSA apply the following principles:

  • focus both on capacity building among the members of the two networks and on broadening their reach to widen their impact (combined internal and external focus)
  • support initiatives which are firmly grounded in the two networks; facilitate the creation of special interest groups with participants from among the two networks (bottom up approach)
  • support further links between research, practice and policy, and cater to representatives of all three areas (cross-sectoral and inter-disciplinary approach)
  • facilitate cooperation both at the level of the Secretariats and Governing Bodies of the two networks and at the level of individual members (transparency and collaborative spirit)
