	<![CDATA[On the&nbsp;15-17 October 2012, Croatia hosted ISSA-DECET's conference &quot;Co-constructing Professional Learning: Pathways towards Quality, Equity, and Respect for Diversity in ECEC&quot;.&nbsp;The conference explored in an interactive manner innovative ways of<b>&nbsp;</b>professional <b>learning that can empower ECEC workers&nbsp;</b>in their search for<b>&nbsp;quality, equity, and respect for diversity.</b>&nbsp;In this context it&nbsp;looked at examples of interesting practices that illustrate innovative approaches to professional learning that empowers ECEC practitioners working with children in increasingly challenging, diverse, and uncertain contexts.&nbsp;<br />The co-organizers invited practitioners in early years services and primary schools, policymakers and researchers to explore questions related to the&nbsp;<b>professionalization of early care and education personnel,&nbsp;</b>through<b>&nbsp;</b>dialogue and a joint professional learning process.&nbsp;

<content:encoded><![CDATA[We are proud to present &quot;Diversity and Social Inclusion - Exploring Competences for Professional Practice in Early Childhood Education and Care&quot; - a brochure developed and published jointly by DECET and ISSA as the result of a Joint Working Group on Professionalism. The writing and publication of this booklet is funded by the Bernard van Leer Foundation.
The development of the Early Childhood Education and Care (ECEC) profession is an ongoing process that has recently begun to gather momentum. Professional associations are being developed in several European countries. Other countries can learn from their journey. One of the first tasks in defining a profession is agreeing shared values. What do Early Childhood professionals stand for? What competences are needed in the many roles undertaken by those working with children? The sector has to have these conversations so that it can establish the way forward.<br /><br />The early childhood workforce and the quality of early childhood practice is determined by many factors including the competences of all those involved in the sector. One of the key competences needed in ECEC is linked to the goal of achieving social justice through actively addressing diversity, equality and social inclusion. However, for some countries there is a huge barrier in asking Early Childhood workers to engage in social justice work in their practice when they experience inequality in their profession. The continuing development of the profession must go hand in hand with the wider work of achieving social justice for all children, families and communities.<br /><br />This publication is an important step in this work of defining the competences needed in supporting diversity and social inclusion and in working as a professional in Early Childhood Education and Care. The inclusion of quotes from practice is illuminating. Those working in ECEC seem to have an openness to grow and learn with the children and families in their services. Recently, the OECD issued the second comprehensive and influential 'Starting Strong' report. It makes a strong case, backed up by international research, that early childhood matters. But also that not every early childhood matters in a similar way. In order to enable all children to benefit from early childhood care and education, service provision must offer high, rather than average quality. And that obviously is a matter for continuous debate: what constitutes high quality?
Recent international research contributed to the understanding that quality is not an objective truth that lies out there, waiting to be discovered by experts. It is constructed and reconstructed over and over again. Developmental psychology, for instance, has helped us to understand children’s needs, but it has historically also been a science about the average child, that of course, does not exist. Today, it is clear that what quality is also depends on who the families are we wish to serve. What excellence is in an inner city of the UK differs significantly from what excels in a Greek suburb. Consequently, framing universal quality criteria has very often contributed in privileging the already privileged groups in our western societies.<br /><br />
